Tournament Rules
 

GAME 

1.Pool play games will begin with both head coaches meeting at home plate for a coin toss to determine which team will be the home team. You may bring up to two players to participate as captains.

2.During bracket play the team with the higher seed will be home.

3. To keep the games on schedule, No NEW inning shall be started past 1:40 into the game. When the game starts, the umpire will announce the official game start time and will track the time using his cellular phone. There will be no game clock for the Championship and 3rd Place games – they will be played a full six innings unless the 15 or 10-run rule comes into play. If time permits in pool play under 1:40 we WILL play extra innings with no new inning starting after 1:40. In bracket play, we WILL play extra innings. In extra innings the last out starting at 2nd and the next batter up at the plate. 

4.In the case of a called game because of rain, darkness, or the time limit, 3 full innings make a complete game. 2 and a half innings with the home team ahead.  The final score is the score at the end of the last completed inning unless the away team has completed their time at bat and the home team is winning, or the home team has tied or gained a lead in the bottom half of the incomplete inning, 

5.If a Bracket play game is tied after 6 innings or time limit, the following half innings start with a runner on second base (the last batter of the previous inning) and no outs. 

6.It is strongly encouraged that every player will play at least two innings per game.

7.For the pool play games, Little League rules may not be broken to better your tie breaker position. If your game is completed by the 15 or 10-run rule, you are not allowed to play beyond the point where the 15 or 10-run rule takes effect.

8. The 15-run rule is in effect after 2 and a half innings. The 10-run rule is in effect after 3 and a half innings if the home team is ahead, 4 innings if the away team is ahead. 

HITTING 

1. All players shall be included in the batting order. In the event, a player is injured, the player will be skipped in the batting order. Should the player be physically able to return to the game, they may be reinserted into their regular spot in the batting order. A team may participate with as few as 8 players, no out is recorded. 

2. Batters warming up – only the first batter at the start of the inning. No other players should swing a bat. There is no “on-deck batter” all other players need to be in the dugout. Players should not be warming up for their at-bat either on or off the field.

3. The dropped third strike rule is NOT in effect.

4. Bats will not have a barrel diameter greater than 2 5/8 inches or a length greater than 33 inches. (Little League Approved with USA bat logo) NOT USSSA!. Tournament Director will have a current list of the 2021 Little League Approved Bats. Any batter found using a bat not on the Little League Approved list - will be called out and that Team will receive a Team warning- any 2nd offense will be handled with that Team forfeiting the game. 

5. For pace of play, players will be asked to keep one foot in the batter’s box at all times during the at-bat unless forced to vacate by a pitch or any situation that would make the batter commit an act of interference. 

6. The Infield Fly Rule is NOT in effect. 

BASERUNNING 

1. Stealing is allowed, but a baserunner may not leave the base until the ball reaches the batter. 

2. Head-first slides are only allowed when returning to a base. 

3. Sliding is not required, but if a baserunner does not slide and makes illegal contact with the defensive player, the umpire will call the runner out (No illegal contact, no penalty). 

4. A team that is ahead by 10 runs or more may not steal bases. Runners lead off at their own risk, if there is an overthrow or a passed ball in this situation (a team up by 10 runs), no runners can advance. If the defense makes a play on any runner, all runners may advance at their own peril. 

5. Runners may not steal home. The runner may lead off at their own risk and advance only if a play is attempted on any runner, at any base. 

6. With 2 outs a team can choose to have a courtesy runner for the catcher and/or the pitcher. These courtesy runners would be the players put out previously this inning, or whoever is the farthest away from their turn at bat. 

 

 

 

 

 

 

PITCHING 

  1. Each pitcher is granted a total of 12 innings of pitching for the weekend. If a player pitches in less than 4 innings in one game, they will be eligible to pitch in the next game of the weekend. The one calendar day of rest rule is NOT in effect. If a pitcher does pitch in 4 or more innings, two calendar days of rest must be observed. Remember that delivery of a single pitch constitutes an inning.

Note: Pool A has an extra game to play, so a maximum of 14 innings will be granted per player to those teams.

2. Pitchers may NOT be re-inserted to pitch again during the same game. 

3. Visits to the mound: 2 times per inning per pitcher (pulled on Second trip of the same inning). 3 times per game per pitcher (pulled on the third trip of the game). Any conference or meeting with any defensive player counts as a trip to the mound, unless in the case of injury. 

4. A pitcher that was pitching at the end of an inning and is returning to the mound at the start of the next inning shall get a maximum of 5 warm-up pitches or one minute in time from the first warm up pitch, whichever is shorter. If the pitcher and catcher are not ready at the time when the team is to take the field for the inning, they will not be given any warm-up pitches.

5. Pitcher Tracking Forms will be available from the Tournament Director; they need to be signed by both Coaches and turned into the Director within 20 minutes after each game unless you have a back-to-back. 

6. A coach can warm up the pitcher while waiting for the catcher to be ready. A player wearing a catcher’s mask may also warm up the pitcher. 

UMPIRES 

1. Remember that many of our umpires are young and need all the support that you can give them. Their job is hard enough without added pressure from coaches or fans. If you see a parent abusing them, please try to stop that action. 

2. If an umpire ejects a coach out of a game, that coach will not be able to coach during the remainder of the Tournament. 

3. All judgement calls made by the umpire or umpires are final.  

4. The umpire will be checking with your bookkeeper for each team every half inning to validate score and confirm innings pitched. If there is a discrepancy the umpire will have both head coaches and the bookkeepers meet to settle the discrepancy, this will be taken care of before any subsequent play resumes. Home Team is the official book.  

5. The umpire may also employ the assistance of the Tournament Director, or another Parkway Board member if said Tournament Director is not readily available, to confer on any rule interpretations governing play. 

All decisions by the Umpire are final.

GENERAL / EQUIPMENT 

  1. Teams are to be comprised of your regular season roster only. Players that are either pulled up or borrowed from another team in order to have an entire team are not eligible to play the position of pitcher or catcher under any circumstances. Any dispute over player eligibility will be taken to the Tournament Director or site coordinator if unavailable and his/her discission is final.
  2. Warm up catcher must wear a Little League approved helmet. Coaches may also warm up a pitcher – no equipment required. (Rule 3.09)

2. No player may swing a bat outside of the playing area

3. All basic Little League baseball rules will apply if not covered above.

4. No Metal Spikes allowed 

5. No coach may stand behind the backstop or make any attempt to influence strike/ball calls by an umpire. Any parent behind the backstop that interferes/attempts to influence a strike/ball call must leave that area before the game resumes. 

6. Skull cap and mask combos are not allowed to be worn by the catcher, and masks must also be fitted with the dangling style throat protection. 

7. A team may start a game with 8 players, but any team falling below 8 players at any point must concede victory by a score of 6-0, or greater deficit to reflect the score at the time the game was conceded up to a differential of 15 runs.
